In August 1977 the New York Times wrote that the objective of the MKUltra project from the 1950’s was to find methods to “get control of an individual to the point where he will do our bidding against his will and even against such fundamental laws of nature such as self preservation.“

On June 30th 2026, the Committee on Oversight and Government Reform of the House of Representative of the American Congress held a Hearing entitled Mind Control and Accountability: Uncovering the Truth of the CIA’s MKULTRA Project. The hearing was led by republican Anna Paulina Luna. In her opening speech she stated:

“This hearing is about the crimes committed by the Central Intelligence Agency against the American citizens and the decades of secrecy used to conceal them.

The American people deserve a complete and truthful record. The victims and their families deserve acknowledgement, and this Congress has a constitutional obligation to ensure that full declassification is not delayed any longer.“ (19:59)

The witness testifying in the hearing Tom O’Neill, the author of the book “Chaos: Charles Manson, the CIA, and the Secret History of the Sixties“ stated that renowned American psychiatrist Dr. Louis Jolyon West was working for the MKUltra project. In his career he was examining the assassin of the assassin of John F. Kennedy, Jack Ruby. After his examination, Jack Ruby had suffered an acute psychotic break after which he was no more able to give testimony to investigators and never explained why he killed Lee Harvey Oswald. This psychotic break lasted until his death in 1967 (53:57).

Joly West got as well professionally in contact with the cult leader Charles Manson, who managed to convince four young people to go to the home of movie director Roman Polanski, and murder everyone they found there, including his eight and a half month pregnant wife, the actress Sharon Tate (53:57).

On July 3rd, 1954, a three-year-old girl was abducted and found later in a gravel pit, murdered next to a car that had been abandoned.

And the search party that found the little girl’s body was approached by a man who was an airman at the base, and he asked them where he was and how he had gotten there. He was arrested for the murder and described by the military officers who had him in custody as being in a trance or daze. He didn’t have any drugs in his system. He didn’t recognize his wife when she was brought to see him, and at his trial, where Joly West was his advising psychiatrist who examined him-it emerged that the soldier had actually been treated at the hospital at Lackland in an experimental program to cure his chronic, debilitating migraine headaches. He was executed four years later. In 1953 a year before those events Joly West was stationed at the Lackland Air Force Base hospital in San Antonio, Texas, where he was chief psychiatrist 01:43:21 01:44:27.

In his first letter to the director of MKUltra Sydney Gottlieb, West proposed conducting experiments on unwitting human subjects, including military personnel, prisoners, and psychiatric patients at the base hospital. Above described stories were apparently Joly West’s successes in controlling human behavior (53:57).

Another witness at the congressional hearing in 2026 Dr. Stephen Kinzer – Senior Fellow in International and Public Affairs, Brown University, journalist, and author of the book “Prisoner in Chief: Sidney Gottlieb and the CIA’s Search for Mind Control“ stated at the hearing:

“In its search for ways to destroy a human mind, and body, MKUltra conducted the most extreme experiments on human beings that have ever been carried out by a US government agency.“

In the congressional hearing he stated:

“Officers of MKUltra were authorized to travel to foreign countries, preferably those under formal, or informal US occupation, and asked the local CIA station to provide them with expendables. Human beings who would not be missed if they disappeared. Neither the number of MKUltra victims, nor the number of those who were experimented to death is known“ (29:23).

Kinzer stated as well:

“When I was researching my book, I found what I think might be the first secret CIA prison, or black site. It’s a nice chalet in Germany, and the guy who now owns it took me into the basement. He said these were the cells where the MKUltra officers working side by side with Nazis (scientists abducted to do research for the USA after the second world war) carried out those gruesome experiments, which were actually just continuations of the experiments that those Nazis had been conducting just a few years earlier, right down the road“… Many people were experimented to death in that safe house in Germany that I visited. People in the neighborhood told me they knew what was going on in that house and that people who were experimented to death are now buried in what used to be forest plots that are now covered with apartments plots“ (51:46) .

Anna Paulina Luna said in her opening speech about MKUltra:

“It was a deliberate systematic governmental operation that subjected American citizens, prisoners, hospital patients, veterans, ordinary people to LSD, electroshock, hypnosis, sensory deprivation, psychological torture without their knowledge or consent“ (19:59).

To warn against the continuation of those “experiments“ Stephen Kinzer declared:

“I put myself in the place of one of those senior CIA officers and I’m thinking to myself like the ones back in the 1950s, Well, other people must be doing this. We’d be falling behind if we don’t do it. And nobody’s looking over our shoulders,” and that I think is your job. So I think there is a definite air of urgency and total secrecy. If any current research is going on and if it’s conducted in any comparable level of secrecy to the original MK-Ultra, it’s very deeply secret!“ (01:30:21).

Tom O’Neill (01:32:17) supported this warning saying:

“I know there’s a lot of speculation out there about the Butler shooting, and I guess even the Charlie Kirk shooting. I just hate to speculate because I don’t know. I have no firsthand knowledge whether those guys were programmed through radio waves or through their computer activity. So I would never hazard a guess except to say what I’ve already said, that they develop means that we’ve never been told about many, many years ago, and I imagine they’ve evolved to be much more effective now, so anything is possible.“

The report on MKULTRA sub-project 94 issued in October 1960 read:

“Initial biological work on techniques and brain locations essential to providing conditioning and control of animals has been completed…The feasibility of remote control of activities in several species of animals has been demonstrated. The present investigations are directed toward improvement of techniques.”

In 1962 published Allan H. Frey in the ”Journal of Applied Physiology” (27) the results of experiments with transmission of sounds into the brain by electromagnetic radiation at a distance of up to 1000 feet with the use of pulsed microwaves.

In 1975, at the Walter Reed Army Institute, J. C. Sharp improved the method of A. Frey to the point that he transmitted into his brain words which he could understand.

In the 1986 the American Air Force issued a book “Low Intensity Conflict and Modern Technology” by the speaker of the House of Representatives Newt Gingrich (see this). Paul Tyler, director of the U.S. Navy Electromagnetic Radiation Project between 1970 and 1977 wrote in the book in the chapter on the “Electromagnetic Spectrum in Low Intensity Conflict”:

“We know already that signals which produce reactions in the human nervous system can have much weaker energy than is the internal energy of the human nervous system.“

He wrote there as well that the biological effects of millimeter waves depend on the applied frequency and comes forward with the conclusion:

“Because of many parameters involved and the apparent specificity of each parameter one can tailor a specific response. The ability to have this kind of flexibility provides an enormous range of options to the user. It opens the door for providing an appropriate response in warfare, be it conventional or unconventional.”

In the American Institute of Health Brain Initiative announced on April 2, 2013 by the president Obama, the electric activity of brain neurons was researched to the smallest details. One of the results we can find in the article ‘Cognitive Warfare‘ written in 2023 by Commander Cornelis van der Klaauw of the Royal Netherlands Navy and an expert on strategic communication and information operations at the NATO Joint Warfare Centre. There we can read:

“The reason why cognitive attacks go unnoticed by their targets is that cognitive activities bypass the conscious mind and directly target the subconscious of a person. In fact, within the subconscious mind, the primary target is the amygdala. …, neural nanotechnology can be used to bring nano-sized robots close to a neuron via the bloodstream and make it possible to link the human brain directly (i.e. not intercepted by our senses) to a computer, making use of artificial intelligence in the process.“

In conclusion he wrote:

“While other domains can provide tactical and operational victories, the human domain is the only domain in which we can secure a full victory.”

In the meantime the Russia, USA and China built systems capable to maipulate the inosphere to produce extra long electromagnetic waves in the frequencies of the human nervous system and manipulate the brain activity of large populations on the Earth. In July 2023, The Washington Times published an article, where it stated:

“China‘s People’s Liberation Army is developing high-technology weapons designed to disrupt brain functions and influence government leaders or entire populations, according to a report by three open-source intelligence analysts.“

According to book by Nick Begich “Angels Don’t Play This HAARP the USA can produce the same effects by its HAARP system.”

On June 10, 2016, The New York Times published an article titled “United States of Paranoia” about Americans claiming to be victims of neurotechnological attacks. It wrote about a “group organized around the conviction that its members are victims of a sprawling conspiracy to harass thousands of everyday Americans with mind-control weapons and armies of so-called gang stalkers. The goal, as one gang-stalking website put it, is ‘to destroy every aspect of a targeted individual’s life’. The New York Times stated:

“The community, conservatively estimated to exceed 10,000 members, has proliferated since 9/11.”

Later reports of attacks on American government officials, which resulted in what is now referred to as Havana Syndrome, underscored the possibility of such occurrences. In this context, the article in The New York Times suggested the unsettling suspicion that the U.S. government may have leveraged the September 11 attacks to commence experiments on American citizens, all while advancing its agenda for global dominance.

What do people, who are exposed to those attacks, experience? Nathalie from France wrote in her testimony:

“I was fired from my job based solely upon a medical officer’s simple notice, who had declared that I was unfit for any work whatsoever…

Meanwhile, mind control did everything for me to be discredited in the others’ eyes and be considered a mental patient by my family, my friends, my colleagues. They even made me write an article in the media!…I no longer have thoughts for myself, I have no more memory, nor the capacity to concentrate.

Two hours’ sleep per night, sometimes three hours and a half! Other people speak in my place. Sometimes, I have a feeling that thoughts are being sent to me, sometimes I feel nothing. I cannot speak on my own any longer, This is done by other people. The only thing which I can do is to choose to say or not to say what they send…

They ‘send’ me pains, so that I have to give up relaxing and allowing myself a little rest…

They have removed my emotions, little by little. Although I cry all the time, they keep creating states in which I can no longer cry nor feel whatsoever. There’s perhaps a borderline in their lack of empathy and their coldness…

They tortured me for five years, they’ve prevented me from living for five years. They take pleasure in humiliating me sexually and belittling me, they take pleasure in humiliating me intellectually, in my feminine position and estranging me from my family.”

Very often the subjects of those experiments end up in mental hospitals. In the article, published by Space & Defense Journal of the United States Air Force Academy Eisenhower Center for Space and Defense Studies, we can read:

“Neuroweapons are intended to influence, direct, weaken, suppress, or neutralize human thought, brainwave functions, perception, interpretation, and behaviors to the extent that the target of such weaponry is either temporarily or permanently disabled, mentally compromised, or unable to function normally.“

There is no other explanation for those experiments than that the great powers are getting ready to use those “neurotechnologies“ in combination with artificial intelligence to control the brains of the whole world population.

In 1994, the Institute for Strategic Studies at the U.S. War College published a study titled ‘The Revolution in Military Affairs and Conflict Short of War’, in which it wrote:”

“Potential or possible supporters of the insurgency around the world were identified using the Comprehensive Interagency Integrated Database. These were categorized as “potential” or “active,” with sophisticated computerized personality simulations used to develop, tailor, and focus psychological campaigns for each. Individuals and organizations with active predilections to support the insurgency were targets of an elaborate global ruse using computer communications networks and appeals by a computer-generated insurgent leader“ (p. 13).
