Pakistan calls on India to calm tensions

1.In continuation of my letter dated 22 October 2025 regarding the hostile statements emanating from the highest political and military echelons of India against Pakistan, I wish to once again draw the attention of the Security Council and the Secretary-General to the continuing belligerent rhetoric directed towards Pakistan by Indian political leaders and military officials.

2. On 23 November 2025, Indian Defence Minister Rajnath Singh made highly provocative remarks regarding Pakistan’s Sindh province, stating that it “may return to India”, revealing an expansionist Hindutva mindset that seeks to challenge established realities and stands in clear violation of international law, the inviolability of recognized borders and the sovereignty of states.

3. Indian political figures, as well as its generals and military commanders, routinely hurl irresponsible threats against Pakistan, regurgitating propaganda and blatant falsehoods. This spate of aggressive public pronouncements points to a dangerous trend that is increasingly discernible among the Indian political and military leadership to incite hatred and vitiate the prospects for regional peace and stability in South Asia.

4. This trend has become more pronounced since May 2025, when Pakistan’s firm, befitting, yet responsible response to India’s unprovoked and reckless act of aggression, in exercise of its inherent right to self-defence under Article 51 of the Charter of the United Nations, resulted in significant losses to Indian military and aviation assets. That military confrontation was halted through the facilitation of friendly countries and the personal efforts of United States President Donald J. Trump, leading to a ceasefire agreed by both sides.

5. Pakistan heeded the resounding call of the international community to avoid further escalation and chose the path of dialogue and diplomacy from a position of strength for the peaceful settlement of differences and disputes. Pakistan remains ready to pursue meaningful and result-oriented engagement with India for the promotion of regional peace, stability and prosperity and a just settlement of the Jammu and Kashmir dispute in accordance with the relevant resolutions of the Security Council and the wishes of the Kashmiri people.

6. While Pakistan’s posture will continue to be guided by restraint and responsibility, it cannot remain oblivious to the antagonistic posturing and repeated bellicose assertions from India. Pakistan possesses the requisite will, capability and resolve to defend itself from any aggression against its sovereignty and territorial integrity.

7. Pakistan strongly condemns the inflammatory, provocative and aggressive rhetoric that continues to emanate from India. India would be well advised to desist from any miscalculation or military adventurism which would have catastrophic consequences for regional and international peace and security.

8. Pakistan calls upon the Security Council and the Secretary-General to take serious notice of these escalatory developments on the part of India and urge India to choose the path of responsible state behavior, refrain from futile threats of the use of force and adhere to the basic norms of inter-State relations and good neighbourliness, in accordance with international law including the purposes and principles of the Charter.

9. It is requested that the present letter be circulated as a document of the Security Council in connection with the item entitled “The India-Pakistan Question”.
